REQUEST FOR QUALIFICATIONS AND PROPOSALS
Notice is hereby given that the Palisades Park Public Library Board of Trustees will receive
proposals on Thursday, December 4, 2025, at 11 a.m., for provision of the following services,
for the period of JANUARY 1, 2026 through DECEMBER 31, 2026, to be received in the
Office of the Library Director, Palisades Park Public Library, 257 2 nd Street, Palisades Park,
New Jersey, 07650:

Requests for Qualifications and Proposals may be obtained on the Library website
https://www.palparklibrary.org or at the Library Director’s office between 10:00 a.m. and 4:00
p.m., beginning on Thursday, November 6, 2025. Questions should be directed to Ella
Chorong Lee, Interim Library Director, at 201-585-4150.
The selection of qualified persons and/or firms is not subject to the bidding provisions of the
Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., but is to be guided by the “New Jersey
Local Unit Pay-to-Play” Law, N.J.S.A. 19:44A-20.4 et seq. The Palisades Park Public Library
Board of Trustees has structured a procurement process that seeks to obtain the desired
results, while establishing a competitive, fair and open process, to assure that each person
and/or firm is provided an equal opportunity to submit a Response to the applicable Requests
for Qualifications and Proposals. Proposals must be made in the form required by the
specifications and one (1) original hard copy, along with one (1) additional hard copy thereof,
must be received by no later than Thursday, December 4, 2025, at 11:00 a.m.
All information requested in the Request for Qualifications and Proposals must be provided or
the proposal may be disqualified. Proposals must be sealed and labeled with the name of the
services for which the proposal is being submitted. The Palisades Park Public Library Board
of Trustees reserves the right to terminate the procurement process at any time, to reject any
and all proposals, to waive any informality in the procurement process, and to accept all
proposals which, in its judgment, are most advantageous, price and other factors considered,
and will best serve the interests of the Library.
Proposals are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and
N.J.A.C. 17:27-1.1, et seq.
